Operations Layer shall be generally sandy material obtained from on-site excavations
and shall be selectively stockpiled.
B. Operations Layer shall be free of organic or other deleterious material.
C. Operations Layer shall have a maximum particle size of 3/8 inch where in contact with
the geomembrane and in the top foot above the geomembrane. Above the top foot above
the geomembrane, material shall have a maximum size of 3 inches."
During the excavation of the Area 2A expansion project, the Contractor selectively stockpiled
and screened the sandy materials encountered through a 1 -inch screen. The operations layer
material is generally free of organic and other deleterious material. However, the stockpiled
materials also contain clods with sizes greater than 3/8 inch. Based on field observations, most
of the clods would be broken down by equipment during handling and placement of the
operations layer. Therefore, Geosyntec modifies Part 2.06.0 of Section 02300 of the
Construction Specifications to read:
"C. Operations Layer shall have a maximum particle size of 1 inch."
All work performed as part of this construction shall meet the requirements of the project
construction drawings and specifications, as modified by relevant construction memoranda.
' San Joaquin County, "Specifications (Including Special Provisions, Notice to Bidders, Bid and Contract) for the
Construction of Area 2A at the Foothill Sanitary Landfill, " Department of Public Works, 10 December 2014.
P\SJC\l780\Task 6\CM\CM#4 (Ops Layer) engineers I scientists I innovators
