7.0 Site Control/Communications <br /> 7.1 Site Control <br /> Each work area will be clearly identified using signs or physical barriers. <br /> Visitors will attend a site orientation given by the SS/SSO and sign the HASP. <br /> The following are standard safe work practices that apply to all site personnel; they will be discussed in <br /> the safety briefing prior to initiating work on the site: <br /> • A buddy system will be used. Hand signals will be established to maintain communication. <br /> • During site operations, each worker will consider himself as a safety backup to his partner. Off-site <br /> personnel will provide emergency assistance. <br /> • Visual contact will be maintained between buddies on-site when performing hazardous duties. <br /> • No personnel will be admitted to the site without the proper safety equipment, training, and medical <br /> surveillance certification. <br /> • All personnel must comply with established safety procedures. Any staff member who does not <br /> comply with safety policy, as established by the SS/SSO, will be immediately dismissed from the <br /> site. <br /> 7.1.1 Site Security and Work Zone Definition <br /> This Section contains general guidelines for developing site security measures for working in a street or <br /> roadway and excavations. <br /> 7.1.1.1 Working/n Street or Roadway <br /> Observe the following site control practices and procedures when working in streets or road-ways: <br /> • Wear traffic vest and hardhat when vehicle hazard exists. <br /> • Use cones,flag-mounted cones,caution tape,and/or barricades. <br /> • Use vehicle strobe light and block area with truck. <br /> • Develop traffic flow plan for high traffic situations(as appropriate): <br /> - use flag person <br /> - use flashing arrow sign <br /> - use"MEN WORKING"signs liberally <br /> - obtain lane closing permits <br /> - engage police details <br /> 7.1.1.2 Working at Excavation/Trenching Sites <br /> Observe the following site control practices and procedures when working in streets or road-ways: <br /> • "Competent person"is required per OSHA 29 CFR 1926 Subpart P. <br /> • Safeguard open excavations by restricting unauthorized access. <br /> • Highlight work area using prominent warning signs (cones, saw horses/barricades, and signage) <br /> placed a minimum of 10 feet back from excavation opening. <br /> 7-1 <br />
