Landfill has recently been accepting petroleum <br /> hydrocarbon contaminated soils from underground tank storage <br /> facilities. Forward Inc. Landfill has received permission from <br /> California Regional Water Quality Control Board (CRWQCB) to aerate <br /> petroleum hydrocarbon contaminated soils and re-use the soils as a <br /> cover material. CRWQCB waste discharge order no. 89-149 outlines <br /> this procedure. <br /> The Environmental Health Division was receiving the petroleum <br /> hydrocarbons contaminated soil test results after the contaminated <br /> soils were admitted at the landfill. The Division has established <br /> new operating procedures for the processing of contaminated soils <br /> in the landfill. These operating procedures are: <br /> 1. Forward Inc. must have prior approval from the Public <br /> Health Services (PHS) before accepting any petroleum <br /> hydrocarbons contaminated soils. <br /> 2. TESTING <br /> A. All sampling analysis of petroleum hydrocarbon <br /> contaminated soils must be submitted to Public <br /> Health Services for evaluation. <br /> B. All petroleum hydrocarbons contaminated soils <br /> must have a verification test conducted by <br /> Forward Inc. A minimum of 2 samples are <br /> required, or 1 sample per every 500 cubic <br /> yards. <br /> C.
