E. LOVELACE ROAD TRANSFER STATION 1. General Information: A transfer station is a solid waste facility to which waste , is brought in smaller vehicles and then loaded into larger vehicles for transporting to landfills. This system reduces the cost of transporting waste to more distant landfills. The Lovelace Transfer Station is located on Lovelace Road, east of Airport Way between Airport Way and Union Road, about five miles south of the City of Stockton. It is owned and operated by the County and staffed by Solid Waste Division employees. ' 1 The site is open from 6: 00 a.m. to 5:00 p.m. daily to refuse collection companies and the Cities of Manteca and Ripon, and from 8: 00 a.m. to 5:00 p.m. daily to the general public. 2. 1993 Waste Quantities Although both the Lovelace Transfer Station and the North County Landfill sites have scales, only the larger vehicles are weighed. Smaller vehicle loads are recorded by volume. Therefore, it is necessary to calculate a factor to convert the cubic yard volume of smaller vehicle non-weighed waste to tons. In developing this conversion factor, it is assumed that waste delivered to the Lovelace Transfer Station in small vehicles is similar in weight to the small vehicle waste at other County sites. Thus the conversion factor calculated for the Lovelace Transfer Station is applicable to other sites for similar vehicle type non- weighed waste. This factor is calculated as follows: Total tons transferred from the LTS 1993 : 136,733 Less: Weight of incoming waste: 97, 595 39, 138 Divided by CY volume of incoming 150, 475 non-weighed waste: Conversion factor for non- weighed waste: . 2601 This factor is arrived at using annual totals. However, it is calculated throughout the year for a monthly factor. This assures that the conversions will be as accurate as possible. 24
