GENERAL INFORMATION <br /> Introduction: <br /> ntroduction: <br /> This report provides 1993 waste quantity information for the <br /> incorporated and unincorporated areas of San Joaquin County <br /> (County) . The report contains disposal information for the <br /> following solid waste disposal facilities: <br /> - North County Recycling Center & Sanitary Landfill <br /> (NCRCSL) <br /> - Lovelace Transfer Station (Lovelace TS) <br /> - Foothill Sanitary Landfill (Foothill SL) <br /> - Corral Hollow Sanitary Landfill (Corral Hollow SL) <br /> - Austin Road Sanitary Landfill (Austin Road SL) <br /> - French Camp Sanitary Landfill (French Camp SL) <br /> - Forward Incorporated Sanitary Landfill (Forward Inc.SL) <br /> The Cities of Tracy, Manteca, Ripon and Lodi have entered into <br /> agreements with the County that allow them to use County <br /> disposal sites. The City of Lathrop also uses County disposal <br /> sites but the County has no contractual obligation to provide <br /> a site to Lathrop. The City of Stockton utilizes its own <br /> Austin Road Landfill facility. The City of Escalon is served <br /> by an out of County hauler who disposes of the waste in <br /> Stanislaus County. Self-haul waste is accepted from the public <br /> from all the cities. <br /> San Joaquin County is responsible for the administration and <br /> implementation of the County-Wide Integrated Waste Management <br /> Plan required by the Integrated Waste Management Act of 1989 <br /> (ACT) . The Department of Public Works is the lead agency in <br /> preparing and implementing the Plan. The Department's Solid <br /> Waste Division (Division) is assigned this responsibility. <br /> Assembly Bill (AB) 939, passed in 1989, set waste diversion <br /> goals of 25% of the waste stream generated, by January 1, <br /> 1995, and diversion of 50% of the waste stream generated, by <br /> January 1, 2000. These diversion goals applied to every <br /> jurisdiction in the State, including the incorporated and <br /> unincorporated areas of the County. Jurisdictions were to <br /> monitor their progress toward reaching these diversion goals <br /> by counting volumes of materials diverted through such waste <br /> reduction activities as source reduction, recycling and <br /> composting programs in both the public and private sectors. <br />
