design slope of 1.5:1 for the souihirn sideslope has adequate strength to <br />withstand a peak ground acceleration of .15g. The simulation calculated static <br />and seismic safety factors at 2.1 and 1.5, respectively. Both of these factors <br />are well above the 1.0 safety criteria. <br />Density and permeability tests were performed on the expansion berms to <br />ensure the liner was built to the construction standards dictated in Title 23, <br />Subchapter 15 for clay liners. <br />Density Tests - Field personnel from Kleinfelder performed a number field <br />density tests using a nuclear probe at random locations on the eastern and <br />southern expansion berms. The soils used in the construction of the berms <br />have been previously identified einfelder, and described as a "tan silty <br />clay - native"- material with- a maximum dry density of about 112 pounds per <br />cubic foot and moisture content of 16.5%. All tests conducted were found to <br />surpass the required minimum relative compaction of 90%. The Kleinfelder <br />geotechnical report, summary tables and testing location maps are found in <br />Appendix B and in the daily field reports, Appendix D of this report. <br />Permeability Tests - As dictated by Subchapter 15, all liners are required to be <br />tested for adequate permeability in the field using field methods. The <br />permeability testing for the eastern and southern expansion berms was <br />performed by EBA personnel and employed the use of Air Entry <br />Permeameters. Ile initial testing took place in August 1990 during the Phase <br />I construction of the southern expansion berm. Two permeability tests were <br />performed on the final lift of the expansion berm in locations shown on Sheet <br />1 of the enclosed drawings. The results of the testing indicate permeabilities <br />of 2.18 x 10-1 and 1.44 x 10-' cm/sec, well. below the maximum allowable <br />permeability of 1.0 x 10' cm/sec. <br />Three permeability tests were performed in October on the final lift of the <br />eastern vertical berm. The testing locations are shown on Sheet 2, Phase H <br />Expansion. The results of the testing indicate liner permeabilities of 2.48 x <br />10-7, 3.31 x IV, and 7.81 x 1 7 cm/sec, less than the maximum permeability <br />requirement for clay liners. <br />91 <br />
