TECHNICAL MEMORANDUM <br />Page 2 <br />June 3, 1992 <br />SAC31583.AC.ZZ <br />Preparation of this technical memorandum to summarize the exploration <br />methods, subsurface conditions, and results of stability and settlement analyses <br />Site- Description <br />Forward Landfill is located at 9999 South Austin Road, in San Joaquin County, about 7 <br />miles southeast of Stockton, California. The existing landfill includes waste management <br />units (MWUs) for waste treatment and/or disposal, a transfer station/resource recovery <br />facility for separating, sorting, and recycling activities, and storage and support areas. <br />Several MWUs at the Forward Landfill are currently in operation. <br />The Forward Landfill site is divided by the South Fork of South Littlejohns Creek (South <br />Fork), as shown in Figure 1 (attached). Other than the South Fork and existing MWUs, the <br />site is relatively level, with ground surface elevations ranging from 33 feet to 40 feet above <br />mean sea level (msl). <br />Project Description <br />The proposed extension of Forward Landfill includes placement of additional waste fill <br />material over approximately 80 acres, extending from the South Fork to the north property <br />line and from existing WMUs D-88, D-89, and E to the west property line. Refuse will also <br />be placed in the area south of the South Fork. Figure 1, attached, shows the proposed <br />landfill extension configuration. As shown in this Figure, the proposed landfill extension will <br />include placement of additional waste fill material over some existing WUs. The proposed <br />landfill extension plans currently include placement of a maximum of approximately 200 feet <br />of refuse fill over an 80 acre area. <br />Prior to constructing the liner and placing refuse fill, most of the site will be excavated to a <br />depth of approximately 25 feet below the existing ground surface (approximately elevation <br />15 feet). The proposed base excavation plan extends from approximately WMU D-89 to the <br />west property line, and from South Little Johns Creek to the north property line. The <br />approximate limits of the proposed future base excavation are shown in Figure 1. The <br />proposed future base excavation will provide native soil for the clay liner construction and <br />for daily cover material. The cut slopes for the proposed base excavation are 3:1 <br />(Horizontal to Vertical). <br />The base excavation and cut slopes for the proposed base excavation area will be lined with <br />
