1.0 INTRODUCTION <br /> This report summarizes the construction quality assurance (CQA) services provided by <br /> Vector Engineering, Inc. (Vector) for Forward, Inc. during the construction of: (1) Waste <br /> Management Unit D-99 (WMU D-99) including the Closure of the Eastern Ash Pit; and <br /> (2) the Class II Leachate Impoundment at the Forward Landfill. The site is located at <br /> 9999 S. Austin Road in Manteca, California. <br /> WMU D-99 (including the closure of the Eastern Ash Pit) comprises an area of <br /> approximately 9.1 acres. The layers of each of the two composite liner systems are as <br /> follows (from bottom to top): <br /> BASE LINER SYSTEM <br /> • Prepared subgrade; <br /> • 2-foot compacted clay liner; <br /> • 60-mil HDPE geomembrane (single-sided textured, textured side down); <br /> • Leachate collection and removal layer(1-foot gravel); <br /> Auk • -oz. geotextile filter fabric, and <br /> • 1-foot protective operations layer. <br /> SIDE SLOPE LINER SYSTEM <br /> • Prepared foundation layer; <br /> • Geosynthetic clay liner (GCL); <br /> • 60-mil HDPE geomembrane (single-sided textured, double textured on top of <br /> Ash Pit); <br /> • Geocomposite drainage net;.and <br /> • Protective operations layer (to be extended up the slope during waste placement <br /> within WMU D-99, placed by the Contractor within the Ash Pit) <br /> The Class II Leachate Impoundment is triangular shaped and encompasses <br /> approximately 1.3 acres with a minimum depth of 10 feet.
