Three leachate evaporation impoundments are currently planned for the site.
WMU F North is located in the southwest region of the existing Forward Landfill
site, just north of the South Branch. It was constructed in 1999 and currently
provides containment for leachate from the active portions of the existing Forward
Landfill. A second Class II leachate impoundment, WMU F South is planned to be
constructed in the southwest region of the existing Forward Landfill, south of the
South Branch to service Phase 10. A third Class II leachate impoundment is
planned to be constructed.outside the southwest edge of the existing Austin Road
Landfill to service Phases 1 to 9.
WMU F North is a double lined unit and contains a.,GCL,,overlain.by a 60-md
HDPE geomembrane, a geonet, and an additional 60-mil HDPE geomembrane.
The leachate impoundment was sized based on=bactua4,1ea6ate eration
records from 1991 to 1997 and has a design capacity of°approximately 3.5
million gallons.
If during the service life of the landfill, the demand on the leachate
impoundments exceeds capacity, Forward will impiemen't'°an aiternative'-teach`ate
management plan. The leachate impoundments are intended to serve as a
primary mechanism for disposal of collected leachate. However, the
impoundments maybe-supplemented by other.,disposal..,netho.ds during,,peak
years of operation, if necessary. Leachate in excess of the impoundment's
"eapacity will either'be'pumpe'd to temporary om:site"tan'ks orftcked for off=site
disposal at the City of Stockton Municipal Utility District wastewater treatment
plant located at 2500 North Navy Drive in Stockton. Leachate stored in the
temporary on-site tanks.may be released back into the impoundments at a later
date. Discharge of leachate or any other liquids to the landfill will not be
performed.
7.1.2 LEACHATE MONITORING
Leachate monitoring and sampling is completed at the existing Forward Landfill in
compliance with WDR Order No. 97-141. Since the existing Austin Road Landfill
is unlined, no leachate monitoring is performed at the site. Future WMUs at the
Forward Landfill will be constructed with an integrated LCRS that will be
monitored as part of the facility's new WDRs.
Forward Landfill JTD 7-2
L:\Allied\2000.193\Reports\finaljtd:Sec-7.0:08/20/01 BRYAN A.STIRRAT S ASSOCIATES
