8.0 DISPOSAL SITE RECORDS AND REPORTING PROCEDURES <br /> 8.1 WEIGHT/VOLUME RECORDS <br /> Forward monitors the amount of incoming waste daily. All incoming loads are <br /> weighed at the onsite scales. The volumes of waste in incoming loads are <br /> recorded at the landfill office trailer. Monthly yardage and tonnage reports are <br /> produced and maintained at the site and reported to the LEA. Topographic <br /> maps are periodically prepared'using aerial photogrammetric methods. The <br /> topographic maps are compared to the previously flown topographic map-to <br /> determine the landfill volume utilized. This information is also used to evaluate <br /> the waste densities and for landfill planning. <br /> 8.2 SUBSURFACE RECORDS <br /> Construction at the landfill is performed in accordance with the intent of the <br /> approved construction plans and specifications. Excavation limits are controlled <br /> by excavation plans and-are monitored.by.surveying. The-only large.scale <br /> excavation activities at the landfill are for WMU construction (using approved <br /> design drawings) and are documented in as-Abuitt drawings. The site itself is <br /> relatively flat. The stability of the slopes excavated for construction are <br /> evaluated during the design of the WMU. <br /> All planned excavations for the Forward Landfill are substantially above the <br /> elevation of groundwater. The depth to groundwater is determined'tluring <br /> quarterly monitoring events and reported as part of the quarterly monitoring <br /> reports to the RWQCB. <br /> 8.3 SPECIAL OCCURRENCES <br /> As required by regulations for landfills accepting more than 100 cy of waste per <br /> day, Forward has prepared a Contingency Plan for special occurrences in the <br /> form of a Site Health and Safety Program. The plan describes procedures for <br /> reporting special occurrences including fires, earth slides, accidents, spills, and <br /> other extraordinary situations. The Contingency Plan will continue to remain in <br /> effect during the life of the landfill.
