8.0 DISPOSAL SITE RECORDS AND REPORTING PROCEDURES
8.1 WEIGHT/VOLUME RECORDS
Forward monitors the amount of incoming waste daily. All incoming loads are
weighed at the onsite scales. The volumes of waste in incoming loads are
recorded at the landfill office trailer. Monthly yardage and tonnage reports are
produced and maintained at the site and reported to the LEA. Topographic
maps are periodically prepared'using aerial photogrammetric methods. The
topographic maps are compared to the previously flown topographic map-to
determine the landfill volume utilized. This information is also used to evaluate
the waste densities and for landfill planning.
8.2 SUBSURFACE RECORDS
Construction at the landfill is performed in accordance with the intent of the
approved construction plans and specifications. Excavation limits are controlled
by excavation plans and-are monitored.by.surveying. The-only large.scale
excavation activities at the landfill are for WMU construction (using approved
design drawings) and are documented in as-Abuitt drawings. The site itself is
relatively flat. The stability of the slopes excavated for construction are
evaluated during the design of the WMU.
All planned excavations for the Forward Landfill are substantially above the
elevation of groundwater. The depth to groundwater is determined'tluring
quarterly monitoring events and reported as part of the quarterly monitoring
reports to the RWQCB.
8.3 SPECIAL OCCURRENCES
As required by regulations for landfills accepting more than 100 cy of waste per
day, Forward has prepared a Contingency Plan for special occurrences in the
form of a Site Health and Safety Program. The plan describes procedures for
reporting special occurrences including fires, earth slides, accidents, spills, and
other extraordinary situations. The Contingency Plan will continue to remain in
effect during the life of the landfill.
