The existing Austin Road Landfill is currently operating under the following permits: • Waste Discharge Requirements, Order No. 96-175, Central Valley RWQCB, 1996 (included in Appendix A) • Waste Discharge Requirements, Order No. 98-121, Central Valley RWQCB, 1998 (Monitoring and Reporting Program and Groundwater Treatment System) (included in Appendix A) • Solid Waste Facilities Permit° o:~3'9=AA 1, CIWMB and San Joaquin County Environmental Health Division, 1998 (included in Appendix A) • Permit to operate/construct, N,�3057-1-0 (Groundwater Remediation Project) and N-3057-3-0, SJCUAPD 4999 • Permit to operate/construct, N-3057-3-0, SJCUAPD, 1999 (included in Appendix A) • Dredge and Fill (Section 404)..,P r. t..# 1.9.940,0974',U-S.-Army Co.rps,& Engineers (USCOE) • Streambed Alteration Permit,'Notification'No."11-1'5-00, California Department of Fish and Game (CDFG) • Reclamation Board 17226GM 2.5.2 CALIFORNIA ENVIRONMENTAL QUALITY ACT(CEQA) The San Jaoquin County Environmental, eaath Division has requested that-an Environmental Impact Report (EIR) be prepared to address the combining of the existing Austin Road Landfill and existingforward Landfill into the new-forward Landfill. The EIR is currently being prepared and this JTD supports that effort. 2.5.3 FINDING OF CONFORMANCE' The California Integrated Waste Management Act of 1989 (Public Resources Code Section 40000, seq.) required cities and counties to prepare a plan for their solid waste system known as a Countywide Integrated Waste Management Plan (CIWMP). The County of San Joaquin has completed their CIWMP as well as the Countywide Siting Element. Both the existing Austin Road Landfill and the existing Forward Landfill are identified in the Countywide Siting Element within the CIWMP.
