protection compared to the original route and will provide the following: <br /> • Eliminate flood plain areas from the horizontal landfill expansion areas. <br /> • Provide surface water run-on control for the horizontal expansion phases by <br /> eliminating the primary potential run-on source. <br /> • Allow maximum capacity development of the site by allowing refuse filling <br /> between the horizontal and vertical expansion phases of the Austin Road <br /> Landfill. <br /> 5.2.7 LANDFILL GAS MANAGEMENT <br /> An active landfill gas extraction system (LFGES) is installed on a portion of the <br /> existing Austin Road Landfill (see Drawing 12)."'Mfis system,is utilized-by o <br /> gden <br /> Power Pacific, Inc. to operate an electrical generation plant located at the <br /> northwest corner of the site. The power plant utilizes enough landfill gas to <br /> produce up to 760 kilowatts per hour of electricatpower:- This energy,.is-sold.to <br /> PG&E under a long-term agreement. The existing LFGES at the Austin Road <br /> Landfill is comprised of approximately 30 vertical extraction wells, which actively <br /> collect gas from the waste prism, and headers and lateral piping to convey <br /> extracted landfill gas to the generation plant. Drawing 12 shows the current <br /> landfill gas control system. <br /> The existing Forward Landfill does not have a LFGES. Monitoring of <br /> groundwater wells indicates intermittent evidence of VOC contamination at the <br /> existing Forward Landfill. A LFGES will be designed, installed and operated for <br /> the combined landfills, when necessary, to achieve compliance with 27:CCR and <br /> WWW 40 CFR 60. At a minimum, the system will incorporate the following <br /> equipment: <br /> • Enclosed ground flare facility and/or energy recovery facility <br /> • Vertical extraction wells <br /> • Horizontal gas collectors <br /> • Condensate management system components <br /> • Landfill gas migration monitoring probes (existing) <br /> The vertical extraction wells and horizontal collectors will be connected to a <br /> looped LFGES that will be installed around the perimeter of the landfill.
