protection compared to the original route and will provide the following:
• Eliminate flood plain areas from the horizontal landfill expansion areas.
• Provide surface water run-on control for the horizontal expansion phases by
eliminating the primary potential run-on source.
• Allow maximum capacity development of the site by allowing refuse filling
between the horizontal and vertical expansion phases of the Austin Road
Landfill.
5.2.7 LANDFILL GAS MANAGEMENT
An active landfill gas extraction system (LFGES) is installed on a portion of the
existing Austin Road Landfill (see Drawing 12)."'Mfis system,is utilized-by o
gden
Power Pacific, Inc. to operate an electrical generation plant located at the
northwest corner of the site. The power plant utilizes enough landfill gas to
produce up to 760 kilowatts per hour of electricatpower:- This energy,.is-sold.to
PG&E under a long-term agreement. The existing LFGES at the Austin Road
Landfill is comprised of approximately 30 vertical extraction wells, which actively
collect gas from the waste prism, and headers and lateral piping to convey
extracted landfill gas to the generation plant. Drawing 12 shows the current
landfill gas control system.
The existing Forward Landfill does not have a LFGES. Monitoring of
groundwater wells indicates intermittent evidence of VOC contamination at the
existing Forward Landfill. A LFGES will be designed, installed and operated for
the combined landfills, when necessary, to achieve compliance with 27:CCR and
WWW 40 CFR 60. At a minimum, the system will incorporate the following
equipment:
• Enclosed ground flare facility and/or energy recovery facility
• Vertical extraction wells
• Horizontal gas collectors
• Condensate management system components
• Landfill gas migration monitoring probes (existing)
The vertical extraction wells and horizontal collectors will be connected to a
looped LFGES that will be installed around the perimeter of the landfill.
