Forward implements an emergency response training. All site employees are <br /> trained in (1) emergency notification (onsite employees and offsite emergency <br /> response [i.e. 9111 and (2) location and content of the landfill's emergency <br /> response plan. Landfill employees receive a copy of the landfill's emergency <br /> response plan when they are hired. <br /> Spill prevention, reporting, and cleanup are integrated into.the landfill's monthly <br /> and weekly safety/training meetings. Landfill employees are made aware of the <br /> most common source of surface spills, and how to help prevent,those <br /> occurrences. The importance of repo rting.si::gr ffaa ant:,hazardous.D,r> <br /> nonhazardous liquid spills is covered. Storm water awareness and the <br /> importance of keeping storm water clean isJ"tegrated,ioto r lar staff <br /> meetings. <br /> The load checking program is explained in detail to all site.personnel.who,.are <br /> involved with the inspection of waste, including the scalehouse attendant, load <br /> inspectors, transfer station workers, and equipment operators. 'These employees <br /> also attend a 24-hour hazardous waste operations course and an annual 8-hr <br /> refresher course. The course emphasizes familiarity with containers and labels <br /> typically used for hazardous waste and other materials. All...new,employees.aarde <br /> enrolled in the course at the earliest available class after they are hired. Specific <br /> emergency response and evacuation procedures for all Forward employees-and <br /> members of the emergency response team are covered in the training sessions <br /> conducted at the site throughout the year. <br /> 6.2.2 MANAGEMENT STRUCTURE <br /> The following persons are responsible or available for onsite solid waste <br /> management and disposal operations at the Forward Landfill: <br /> • District Manager, Allied Waste. Responsible for overall company operations <br /> in Northern California District. <br /> • General Manager, Forward, Inc. Overall responsibility of site operations and <br /> management. <br /> • District Engineer, Allied Waste.
