Atkinson, Associate Engineering Geologist EHVI INMENT HEALTH <br /> PERIMIT/SERVICES <br /> L RE: LOW-LEVEL VOC DETECTIONS IN MONITORING WELLS <br /> FORWARD SANITARY LANDFILL <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> (RWQCB CASE NO. 2209) <br /> 1.0 INTRODUCTION <br /> This letter report and attachments were prepared on behalf of Forward Inc. to assess the <br /> source and potential impacts of low-level volatile organic compound(VOC) <br /> concentrations in groundwater adjacent to the Forward Sanitary Landfill (FSL) in San <br /> Joaquin County, California. This assessment was requested by the Regional Water <br /> Quality Control Board(RWQCB) in its letter to Forward Inc. of September 1, 2000. <br /> 1.1 BACKGROUND <br /> Quarterly monitoring activities indicate the presence of low concentrations of VOCs in <br /> several groundwater monitoring wells adjacent to the FSL. The VOCs have been <br /> detected for several years in an erratic, but persistent,pattern that suggests that they may <br /> be related to landfill gas conditions. <br /> 1.2 FACILITY OVERVIEW <br /> The FSL is located approximately 7 miles southeast of Stockton near the town of <br /> Manteca, California. The approximately 157-acre parcel is bisected by the south-fork of <br /> Little John Creek,which follows a southwesterly trace through the southern third of the <br /> parcel (Figure 1). Little John Creek also marks the boundary between historical refuse <br /> disposal and composting operations. Refuse disposal operations began along the eastern <br /> side of the property, before landfill liner requirements were implemented. Waste <br /> Management Unit A(WMU-A) was constructed with a clay liner to accommodate sludge <br /> materials. WMU-B is unlined. Engineered liner containment systems were constructed <br /> in the remaining waste cells (WMU-C, D and E) as refuse disposal expanded to the west <br /> across the site. <br /> With the exception of WMU-A, waste disposal at the FSL has been limited to non- <br /> hazardous solid waste, inert waste, and certain designated wastes (ash, petroleum <br /> 225 W.
