WASTE DISCHARGE REQUIREIAENTS <br /> FORWARD INC.,FORWARD LANDFILL. _ <br /> SAN JOAQUIN COUNTY <br /> 10. The Discharger proposes to discharge wastes containing greater than one percent(>1%) <br /> friable asbestos in WMUs D and H. These wastes are classified as `hazardous' under Title <br /> 22 of CCR However, because these wastes do not pose a threat to ground water quality, <br /> Section 25143.7 of the Health and Safety Code permits their disposal in any landfill which <br /> has waste discharge requirements that specifically permit the discharge, provided that the <br /> wastes are handled and disposed of in accordance with applicable statutes and regulations. <br /> 11. DTSC has granted shredder waste a variance, for the purposes of disposal, from <br /> hazardous waste management requirements pursuant to Title 22 of the:CCR. Shredder <br /> waste is any non-recyclable waste which results from the shredding of automobile bodies <br /> (from which batteries, mufflers, and exhaust pipes have been removed), household <br /> appliances, and sheet metal. <br /> 12. `Hazardous waste' which has received a variance from DTSC for the purposes of disposal <br /> is classified as a`designated waste' pursuant to Section 2522 of Chapter 15. <br /> 13. The Discharger proposes to discharge shredder waste to WMUs D and H equipped with <br /> composite liners. <br /> 14. The Discharger proposes to,discharge dewatered sewage and water treatment sludges to <br /> WMUs D and H equipped with composite liners. Sludges dried to greater than 50 percent <br /> solids may also be discharged-to-portions of WMU D with clay liners. <br /> The'Discharger accepts soils contaminated with less than hazardous levels of petroleum. <br /> hydrocarbons. These soils are either treated in the land treatment unit,WMU G, or <br /> discharged,-to the-Class 11 landfill units. The Discharger has demoastraated that soil <br /> contaminated with less than hazardous levels of petroleum hydrocarbons can be <br /> transformed to a `nonhazardous-solid waste' in the treatment unit. <br /> 16. Leachate from the landfill units and liquid wastes described in Discharge Specification$.:b <br /> are proposed for discharge to WMU F, a Class H surface impoundment. These wastes are <br /> classified as `designated wastes' using the criteria set forth in Chapter 15. The location of <br /> WMU F as shown on Attachments B and C is tentative and may be changed. This final <br /> location will be specified in VVMU F design and construction specifications that will be <br /> submitted to the Board for approval. <br /> DESCRIPTION OF SITE <br /> 17.
