WASTE DISCHARGE REQUIREMENTS -7- <br /> FORWARD INC.,FORWARD LANDFILL -- <br /> SAN JOAQUIN COUNTY <br /> 23. The site is not within a 100-year floodplain as shown on Federal Insurance Rate Map for <br /> San Joaquin County, dated 15 May 1980. <br /> 24. Surface drainage is to the South Fork of South Littlejohn Creek, which is tributary to <br /> South Littlejohn Creek, which flows into Littlejohn Creek, tributary to French Camp <br /> Slough, hence San Joaquin River and the Delta. <br /> 25. The beneficial uses of these surface waters are recreation, aesthetic enjoyment, and <br /> preservation and enhancement of fish, wildlife and other aquatic resources. <br /> 26. There are no known Holocene faults within 200 feet of the Forward facility. The closest <br /> active fault is the Greenville Fault which is approximately,28.,mi1es�west-s west-of the <br /> site. The Discharger estimates the highest local ground acceleration would come from an <br /> earthquake on the Midland fault 24 miles west of the site where.the.most recent <br /> displacement is estimated to be early Oligocene(35 million years ago). A maximum <br /> credible earthquake of magnitude 7.0 on the Midlmd fault would produce a ground <br /> acceleration of 0.18 g at the facility. <br /> OPERATION OF FACILITIES <br /> 27. The Discharger proposes to increase waste receipts to an average rate of 3,800 tons per <br /> day with a peak daily rate of 4,180 ton&per-day. <br /> 28. The transfer station/resource recovery'faclity is south of Littlejohn Creek. The <br /> Discharger proposes to expand this facility from 12,000 square feet to 50,000 square feet. <br /> Processed materials'includebaled cardboard and paper,ferrous and nonferrous metals, <br /> glass, plastic and wood. Recovered wastewood, lumber, and.brush are placed in a wood <br /> waste stockpile area,ground and p essetlinn°a wood grinder, then hauled offsite: 1Other <br /> recovered materi;ls are stored on-site and shipped to market as needed. Remaining <br /> unrecyclable wastes are landfilled. <br /> 29. The Discharger proposes to operate the Composting Facility in accordance with the <br /> operations procedures contained in the Report of Waste Discharge dated 26 April 1996. <br /> The Discharger proposes to use the end products of the composting process as a topsoil <br /> amendment, mulch, or a soil conditioner for various applications. The composted material <br /> may also be used in the landfill as an alternative daily cover material. <br /> 30. The Discharger plans to expand the landfill units in five general phases with construction <br /> of modules within each phase. Future expansion north of the south fork of South <br /> Littlejohn Creek will be in WMU D with each module identified with the year of <br />
