in soil stockpiles -on the existing landfill <br />■ Consideration should be given to developingg <br />during the operation of the landfill horizontal expansion to provide for preloading <br />consolidation prior to the vertical expansion liner construction. Dynamic <br />compaction should be considered in local areas where the effects of settlement may <br />be more critical, such as along leachate collection trench alignments. <br />■ Additional geotechnical field work and settlement analysis should be conducted to <br />determine the settlement characteristics of the horizontal expansion subgrade prior <br />the final liner design. <br />7.0 CONCLUSION <br />Based on the analysis of this report, it is R. W. BecKs opinion that the Austin Road Landfill <br />horizontal and vertical expansions are technically feasible and that adequate design methods <br />and landfill technologies are available to assure the long-term environmental -pe rformance of <br />the landfill. A primary concern will be the performance of the vertical expansion liner. <br />However, the proposed method of developing the horizontal expansion areas, p r 40:the <br />vertical expansion areas is expected to mitigate potential problems from decomposition <br />settlement and will allow for an extended period of time to collect settlement data on the <br />ASUL existing landfill and possibly surcharge areas with soil stockpiles. Also, by the time of the final <br />design for the vertical expansion phases, a number of long-term case histories, ior.verlical <br />expansion landfills and liner systems will be available for review and it is expected that the <br />technology for vertical expansion liner systems will be firmly established. <br />As previously stated in the Introduction, -this -report should be considered.an..initial_evaluation <br />of these settlement issues and a demonstration of the technical feasibility of the project, but <br />does not constitute a final design analysis. for -the landfill expansion liner.. or cover system. <br />Additional design analysis and geotechnical studies will be required, prior to final design of the <br />horizontal and vertical expansion'diner"a°nd yfi°nal over°systems.
