WASTE DISCHARGE REQUIREMENTS -15- <br /> FORWARD INC.,FORWARD LANDFILL -- <br /> SAN JOAQUIN COUNTY <br /> 19. New landfill units and lateral expansions shall not be located in wetlands unless the <br /> discharger has successfully completed, and the Board has approved, all demonstrations <br /> required for such discharge under 40 CFR 258.12(a). <br /> 20. Dewatered sewage or water treatment sludge may be accepted for disposal if the sludge <br /> contains at least 20 percent solids (primary sludge) or 15 percent solids (secondary <br /> sludge), is mixed with refuse at a minimum solids-to-liquid ratio of 5:1 by weight and shall <br /> not exceed the initial moisture holding capacity of the solid waste. <br /> 21. Dewatered sewage or water treatment sludges shall only be landfilled in units equipped <br /> with composite liners. <br /> 22. The sump pump shall have a minimum design capacity equivalent to 120% of the leachate <br /> flow rate from a landfill unit LCRS. If leachate flow rates exceed the. ityof the <br /> pump, additional pumps may be added or the Discharger shall cease the discharge of <br /> sludges and other high-moisture wastes to"the-landfill unit The,13ischarger shali notify-the . <br /> Board in writing within seven days and work with the Board towards an acceptable <br /> solution. Notification sinclude a timetable for corrective action necessary to reduce <br /> leachate production. <br /> SURFACE IWOUNDMENT SPECIFICATIONS <br /> 23. New containment systems constructed for surface impoundments (WMUs F) shall meet <br /> Class H standards. The use of a GCL and a synthetic liner as a composite system is an <br /> approved Engineered Alternative to the prescriptive outer7clay liner component in the <br /> double liner option. <br /> 24. Design and construction plans and specifications shaIl'be submitted to the Board'dor <br /> approval before construction of any surface impoundment. After surface impoundment <br /> construction, a construction quality assurance report shall be submitted to the Board and <br /> approved by Board staff prior to operation of the surface impoundment. <br /> 25. The sump pump shall have a minimum design capacity equivalent to 120% of the leachate <br /> flow rate from the surface impoundment LCRS. If leachate flow rates exceed the capacity <br /> of the pump, additional pumps may be added or the Discharger shall cease the discharge <br /> of waste, excluding leachate, to the impoundment. The Discharger shall notify the Board <br /> in writing within seven days and work with the Board towards an acceptable solution. <br /> Notification shall include a timetable for remedial action to repair the upper liner of the <br /> impoundment or other action necessary to reduce leachate production. <br />
