Points of Compliance <br />a <br />The Points of Compliance for surface water are the downstream sampling points identified <br />above for surface water monitoring points. The Points of Compliance for ground water are the <br />downgradient wells identified above for ground water monitoring points. The Points of <br />Compliance for vadose zone monitoring program are the lysimeters identified above other than <br />the background lysimeter. <br />5. Compliance Period <br />The Compliance Period for the facility shall be the number of years equal to the active life of <br />the facility plus the closure period. Each time the Standard is exceeded (i.e., a release is <br />discovered), the facility begins a Compliance Period on the date the Board directs the <br />Discharger to begin an Evaluation Monitoring Program. If the Discharger's Corrective Action <br />Program (CAP) has not achieved compliance with the Standard by the scheduled end of the <br />Compliance Period, the Compliance Period is automatically extended until the facility has been <br />
