0 <br />To check for leakage below the liner, vadose zone monitoring is required b the <br />g g q Y <br />RWQCB. The vadose zone will be monitored using porous suction cup or pan <br />lysimeters that have been, or will be, installed concurrently with the construction <br />of the LCRS' in the WMUs. These lysimeters are located beneath each sump to <br />evaluate the effectiveness of the LCRS'. <br />3.11 SITE SECURITY <br />The Forward Landfill is currently equipped with a perimeter fence, gates, locks <br />and signs. The fencing and locked gates restrict.acc,ess by persons and vehicles <br />other than those authorized. Components of the monitoring, control, and <br />recovery systems at the site will be protected'from unauthorized access'in <br />accordance with the approved final closure and post -closure maintenance plans. <br />A sign will be posted in a visible location to=the <br />facility within 10 days of receiving the final shipment of waste. The sign will <br />indicate where the closure and post -closure maintenance plans will be kept and <br />where they can be viewed by the public. The sign will also clearly indicate a <br />telephone number for emergency notification. Proper maintenance of the sign <br />.will ensure legibility and upright conditions forthe,duxation.,of-:the post -closure <br />period. These signs will be written in English and will be clearly visible during <br />daylight hours at 25 feet from the site boundary to persons with normal vision. <br />3.12 REMOVAL OF EXISTING STRUCTURES <br />Forward will provide for the security, monitoring, and maintenance of all onsite <br />structures during the closure and post -closure period, in accordance with the <br />approved final post -closure maintenance plan. Onsite structures not essential to <br />environmental monitoring during the post -closure maintenance period or other <br />solid waste management operations at the site will be removed during closure <br />construction in accordance with the applicable regulations. For the Forward <br />Landfill, these structures include the scales and scalehouse. <br />Structures currently existing on the Forward Landfill are the transfer station and <br />office trailers and maintenance buildings. The transfer station will be removed, <br />prior to closure, as part of ongoing operations during the time refuse is being <br />placed in the area south of the South Branch.
