0 1.1 PROJECT REQUIREMENTS <br />As currently proposed, final cover improvements for the Forward Landfill will be <br />composed of the following elements: <br />• Placement of a two (2) foot thick foundation layer composed of random soil <br />materials; <br />• A very flexible textured polyethylene (VFPE) geomembrane placed over <br />prepared subgrade; <br />• One (1) -foot wide HDPE Geosynthetic drainage strips on' 10 foot centers, <br />placed over the VFPE on relatively flat deck areas; and <br />A two (2) -foot thick vegetative cover soil layer composed of approved on-site <br />soil materials. <br />All materials used to construct the final cover must meet or exceed the criteria <br />established for each particular layer of the system as indicated on the Project <br />Drawings and Specifications. Any deviation from the Specifications must be pre - <br />approved by the Geotechnical Consultant and/or Engineer. <br />2.0 RESPONSIBLE PARTIES AND DEFINITIONS <br />2.1 RESPONSIBLE PARTIES <br />As the property owner, the responsible party for all post -closure construction <br />activities, as set forth herein, is as follows: <br />Property Owner <br />Forward Inc. <br />1145 West Charter Way <br />Stockton, California 95206 <br />Phone: (209) 466-4482 <br />2.2 DEFINITIONS <br />"Construction Manner — Person(s) or firm(s) authorized by the Owner to <br />manage and oversee the administration of the Construction Contract. All <br />coordination, reporting and issues related to non-compliance will be directed <br />through the Construction Manager.
