-3- <br />WASTE DISCHARGE REQUIREMENTS <br />FOR CITY OF STOCKTON <br />AUSTIN ROAD LANDFILL FACII.TTY <br />CLASS III LANDFILL <br />SAN JOAQUIN COUNTY <br />14. The soils immediately underlying the landfill are valley fill deposits consisting of <br />Cretaceous to Quaternary sediments. The first 20 to 40 feet are silty clay (CL) and sandy <br />or clayey silts (NE). Below this is an interval of sands (SM, SC, and W) down to 55 or <br />60 feet. Below this are more of the silts and clays down to at leas Y <br />15. The first water -bearing formation is approximately 70feet below the base of the landfill. <br />The hydraulic gradient is generally to the north/north <br />16. The ground water contaminant plume beneath the site occurs in the Victor Formation and <br />recent alluvium and flows northeasterly toward the Stockton pumping depression. The <br />ground water flow velocity ranged from 8 to 130 feet per year in 1995. <br />17. The beneficial uses of ground water are domestic, municipal, and agricultural. <br />18. The facility receives an average of 14.22 inches of precipitation per year as measured at <br />Austin Road Landfill between the years 1976 <br />d <br />19. The 100 -year, 24-hour precipitation event for the site is 3.65 inches. <br />20. Surface drainage is to the North Fork of South Littlejohn Creek. The Discharger <br />o the sedimentation pond at the west end of the site, <br />proposes to reroute surface drainage t <br />as shown on Attachment B. <br />and ground water <br />21. The beneficial uses of surface waters are domestic, agricultural supply, <br />recharge. The beneficial uses of the North Fork of South Littlejohn Creek are <br />propagation and sustenance of fish and aquatic life, recreation, and'esthetic enjoyment. <br />,OPgRA�7CI( -V. FACILITIES <br />22. The Dischand <br />arger's current plan indicate that the existing Class- III landfill facility e total <br />proposed expansions will reach capacity, at the earliest, by the year 20 <br />53. capacity of the disposal site is 18.1 million cubic yards. <br />23. The City has accepted, on a one time basis, approximately 20,000cubicaids of digested <br />sewage sludge from the City's wastewater treatment plant. The sludge is <br />not urrently <br />being accepted at the landfill. The sludge has been stockpiled on LF -1, but will be <br />removed and disposed off-site. <br />C7 <br />
