SOLID WASTE FACILITYPERMIT I Facility/PermitNumber: <br />39-AA0015 <br />12 'al Description of Facility (attach map with RF1): <br />*ndix A <br />ndix B for maps <br />13. Findings: <br />a. This permit is consistent with the County Solid Waste Management Plan or the County wide Integrated Solid Waste Management Plan (CIWMP). Public <br />Resources Code. Section 50000. <br />b. This permit is consistent with standards adopted by the California Integrated Waste Management Board (CIWMB). Public Resources Code. Section 44010. <br />c. The design and operation of the facility is in compliance with the State Minimum Standards for Solid Waste Handling and Disposal as determined by the <br />LEA on March 30. 1999. <br />d. Manteca -Lathrop Fire District has determined that the facility is in conformance with applicable fire standards as required in Public Resources Code, <br />Section 44151. <br />e. An environmental determination (i.e. Notice of Determination) SCH#92032013 is filed with the State Clearinghouse for all facilities which are not exempt <br />from CEQA and documents pursuant to Public Resources Code, Section 21081.6. <br />f. A County -wide Integrated Waste Management Plan has/has not been approved by the CIWMB. <br />g. The following authorized agent has made a determination that the facility is consistent with, and designated in, the applicable general plan: San Joaquin <br />County Planning Commission, January 31.1999 in accordance with Public Resources Code, Section SOOOO.S(.a). <br />h. The following Iocal governing body has made a written finding that surrounding land use is compatible with the facility operation, as required in Public <br />Resources Code, Section 50000.5(b). <br />4. Prohibitions: <br />The permittee is prohibited from accepting any liquid waste sludge. non -hazardous waste requiring special handling, designated waste, or hazardous waste unless <br />se tste is specifically listed below, and unless the acceptance of such waste is authorized by all applicable permits. <br />Ile Shredder Waste <br />O er hazardous waste granted a variance by DTSC for Class II or Class III disposal <br />Designated Waste - (a) as defined by Title 23, CCR, Section 2522 (b) compatible with the surface impundment liner (c) approved by the RWQCB <br />Non -hazardous Contaminated Soils containing the following: (a) petroleum hydrocarbons (b) metals (c) non petroleum organics and or soluble solids <br />Non -hazardous wastes which require special handling: (a) sewage sludge (b) water treatment sludge (c) inert ashes (d) grit/grease (e) holding tank pumpings <br />f) stormdrain cleanings (g) dredge and fill materials (h) leachates (i)septic tank pumpings 6) treated wood waste (k) coal and wood ash (I)wastes (q) chemical toilet waste <br />r) boiler blow -down water (s) fiberglass (t) tires, if they are reduced in volume prior to land -filling according to the requirements of Title 14, CCR, 17355. <br />The permittee is additionally prohibited from the following items: <br />Disposal of Hazardous Waste - except as allowed above ScavenoinQ <br />Disposal of Lame Dead Animals <br />Disposal of untreated Medical Waste <br />DiMo-Eal of Cannery Waste <br />Ooen Burnin,� <br />The following documents also describe and/or restrict the operation <br />of this facility (insert document date in space): <br />[x] Report of Facility Information <br />Date <br />2/99 <br />[ ] Contract Agreements - operator and contract <br />Date <br />UP -73-9 <br />2/15/73 <br />[x) Land Use Permits and Conditional UP -91-12 9/16/93 <br />Use Permits revised <br />1/31/99 <br />[x] Waste Discharge Requirements <br />1/28/94 <br />[x] Air Pollution Permits and Variances <br />6/15/93 <br />[ ] Local &.
