Ir -GROUNDWATER
Loo
-.
. 111 111, 1111 . I
The groundwater monitoring network at the Forward Landfill has been
designed to provide early detection of a release from wastes to groundwater.
The monitoring systems installed were designed and certified by a registered
(geologist or civil) engineer. The boring logs were prepared under the direction
of a registered (geologist or civil) engineer and have been submitted to the
RWQCB.
As shown on Table 1 and depicted on Figure 4, the monitoring well network
includes 40 wells; 12 for post -closure monitoring of WMU-A, 27 additional wells
for the Detection Monitoring Program (DMP); and 11 wells to monitor the
effectiveness of the Corrective Action Program (CAP) north of the existing
Austin Road parcel.
Of the 40 wells, 5 wells have not yet been constructed, but are proposed to
meet DMP and CAP monitoring requirements. The locations of the proposed
CAP wells were selected based on comments presented by the RWQCB in
their letter to Forward Landfill Inc., dated June 22, 2001. As requested by the
RWQCB, the new CAP wells will be constructed to monitor both shallow and
deep groundwater zones. The locations for the proposed DMP wells were
selected to provide additional spatial coverage for the new landfill expansion.
The design for all new monitoring wells will be detailed in a work plan that will
be prepared under the supervision of a certified (geologist or civil) engineer.
Similarly, all well construction work will be performed under the direction of a
certified (geologist or civil) engineer. Table 1 lists the monitoring parameters
2.2.2 GROUNDWATER CONTROL
Two groundwater extraction wells (EW -1 and EW -2) with a combined design
capacity of 305 gallons per minute (gpm) were installed to extract impacted
groundwater at the existing Austin Road Landfill (see Figure 4). VOCs are
stripped from the extracted water at the facility's groundwater treatment plant,
and the treated water is currently discharged to the North Branch. The
groundwater treatment system and discharge are regulated under the Waste
Discharge Requirements (WDR) Order No. R5-2003-0049.
Forward Landfill PFCPCMP 2-2
Z:\PROJECTS\Allied Waste\Forward\Reference Files Prior JTD\June 05 Stage IA Partial FCPCMP\FL-sec2.doc: 6/16/2008
