C7 <br />monuments are to be established at the landfill so that facilities constructed <br />during closure can be located and controls can be provided from which to <br />monitor future landfill settlement. After completion of the final cover, a <br />settlement monument will be set on the landfill on the bench as shown on <br />Drawing Sheet 2. The monument will be used to monitor settlement within <br />the Stage IA partial closure area and will allow for a determination of the <br />actual settlement that occurs over the post -closure maintenance period. <br />Additionally, 27 CCR, Section 21090 (e)(2) requires operators to produce iso - <br />settlement maps every five years throughout the post -closure maintenance <br />period or until settlement has ceased. Prior to an aerial survey, the <br />monument will be surveyed for horizontal and vertical control so that an <br />accurate disposal area topographic map can be developed. Aerial "targets" <br />will be placed over the monument after the survey has been completed and <br />an aerial topographic map will be generated to provide an up-to-date contour <br />map of the Stage IA partial closure area. The settlement and lateral <br />movement of the monument will then be recorded. <br />Prior to a scheduled survey of the monument, an inspection will be performed <br />to ensure that the monument is intact and usable. The monument will be <br />cleared of all debris and vegetation to allow for visual location of the <br />monument and accurate readings. Should the monument be damaged or <br />missing, a new monument will be placed at that location so that the continuity <br />of the previous survey data will be maintained. <br />If the monument is within an area requiring regrading and/or other <br />reconstruction, it shall be replaced at approximately the same horizontal <br />location and a note shall be placed to identify the new elevation. <br />Forward Landfill PFCPCMP 4-4 <br />Z:\PROJECTS\Allied Waste\Forward\Reference Files Prior JTDUune 05 Stage IA Partial FCPCMP\FL-sec4.doc: 6/16/2008 <br />
