Landfill <br />Page 11 <br />31 (E.1) <br />Proposed as Part of the Project: <br />Use a total of 17 pieces of equipment (at any given time) over the life of the project to <br />minimize particulate discharge. As shown in Table IV.E-1 (of the EIR) the risk from <br />particulate—and specifically diesel fumes—was lessened for the project versus the <br />baseline conditions is the existing 28 pieces of diesel powered landfill operating <br />equipment to be changed out every 5 years at Forward and every 10 years at Austin <br />would be changed to using a total of 17 pieces of equipment over 15 -year or less <br />replacement scenarios. <br />Operations at the combined landfill will be limited to a single working area at any <br />given time. <br />All employees will be given appropriate training regarding the potential for <br />exposure to hazardous materials. This training will include a 24-hour hazardous <br />waste operations course and an annual 8 -hour refresher course for personnel <br />involved in the "load checking" program where the incoming loads are screened for <br />hazardous materials. <br />The landfill will not accept any special waste that may potentially contain hazardous <br />levels of regulated substances. <br />Dust control procedures specified in the Site Operations Plan (section 7.7.5 of the <br />JTD) will use the application of fine water spray at a minimum of twice daily on the <br />active soil -covered work areas, soil excavation areas, and soil stockpile areas where <br />fugitive dust may exist. <br />Existing fire protection facilities will be maintained to the satisfaction of the Lathrop <br />- Manteca Fire Protection District. <br />Dust exposure of site workers will be monitored periodically, at the discretion of the <br />landfill manager, to evaluate if any additional respiratory protection or dust <br />suppression (watering) mitigation is needed. <br />Additional engineering controls will be implemented by the site operator, if needed <br />based on the evaluation of the site health and safety or operations manager, to <br />control dust emissions. Such controls might include wind -screens near unloading <br />areas or the use of dust suppressants. <br />If the above controls cannot reduce employee dust exposure below acceptable levels <br />as determined by Forward (considering factors including irritation and annoyance to <br />employees), site personnel at risk will be supplied with gloves, coveralls, eye <br />protections and respirators, with associated training in their use. <br />Wastes must not leave the landfill on workers' clothing. Workers who have had <br />direct contact with waste, or who have performed operations that may involve direct <br />contact with wastes (such as equipment maintenance or asbestos handling), will <br />
