• As the new cells are filled, additional vertical extraction wells will be installed in <br /> phases to control surface landfill gas emissions. These wells may be extended as <br /> the fill progresses in the cell, or may be abandoned and replaced with new wells <br /> when the fill reaches the final grade elevation. <br /> As the fill progresses above the existing and now-lined refuse prisms, additional <br /> vertical extraction wells will be placed into the upper portions of the landfill to <br /> achieve the proper spacing required for surface emissions control. <br /> Permits will be obtained from the San Joaquin Valley Air Pollution Control <br /> District (S)VAPCD) and other appropriate agencies for the construction and <br /> operation of each phase of gas system development. <br /> 5.3 DESIGN CALCULATIONS <br /> 5.3.1 SOIL BALANCE <br /> Soil excavated from each phase (Table 9) will be stockpiled in areas of future <br /> • phases or on the former borrow area north of the existing Austin Road Landfill. <br /> This stockpiled soil (estimated total excavation quantities are approximately 4.5 <br /> mcy), can be utilized for daily cover operations, if needed, or will be saved for <br /> final cover soil needs (approximately 564,974 cy). The existing Forward Landfill <br /> currently accepts construction debris and contaminated soil in sufficient <br /> quantities to provide for daily cover operations. Table 10 presents phase fill and <br /> soil volumes required for each phase as well as soil available onsite and import <br /> or borrow required. Any soil surplus or deficit will be stockpiled/borrowed from <br /> the existing borrow area located north of the existing Austin Road Landfill. See <br /> Appendix C for landfill capacity/soil calculations. <br /> 5.3.2 STATIC AND SEISMIC STABILITY <br /> The stability of the proposed expanded Forward Landfill facility was evaluated by <br /> Geologic Associates (GLA) based on development plans prepared by BAS and <br /> available information regarding likely refuse, soils, and liner materials. As <br /> ,it`required in 27 CCR, the analyses addressed both the surficial stability of final <br /> cover soils and the gross stability of the planned landfill expansion.
