• For design purposes, a collection efficiency of 85 percent was assumed for the <br /> proposed LFGES. This collection efficiency is based upon the fact that although <br /> most of the combined site is or will be lined on the bottom and on the top, <br /> about 10 percent of the in-place refuse is not lined. <br /> The LandGEM program was also used for the Tier 1 Non-methane Organic <br /> Compound (NMOC) emission calculations as required in WWW 40 CFR 60, the <br /> New Source Performance Standards (NSPS). The Austin Road Landfill expansion <br /> plan states that the 50 megagram per year NMOC level has been achieved and <br /> that the planned LFGES for that site will be installed to meet the NSPS <br /> requirements. The applicable Tier 1 NMOC Emission Study is currently under <br /> review. <br /> 5.4 CONSTRUCTION QUALITY ASSURANCE <br /> 5.4.1 INTRODUCTION AND PURPOSE <br /> • A construction quality assurance (CQA) program provides definition of the <br /> materials and procedures to be used in the construction of the lined refuse cells <br /> and assures the regulatory agencies that the construction materials will be tested, <br /> installed and monitored as specified in the design plans and specifications, <br /> accepted civil engineering practices and applicable CQA requirements of the <br /> RWQCB, CIWMB, and LEA. <br /> A CQA Plan will be prepared by a certified engineer or engineering geologist <br /> and will present the requirements and procedures that will be implemented <br /> during liner construction. The final construction documents will include detailed <br /> plans and specifications for all major contract elements. The documents will also <br /> specify the minimum experience requirements for contractors, work crews, and <br /> inspectors. The following sections identify the major elements that are included <br /> in the CQA Plan prepared for construction of the waste containment units. The <br /> CQA Plan will be prepared in accordance with a registered civil engineer or <br /> certified engineering geologist. The CQA Plan will conform to all of the <br /> requirements specified in 27 CCR, Section 20324 as outlined in this section.
