7.2.2.2 PROPOSED GROUNDWATER MONITORING NETWORK <br /> Expansion of the existing Forward and Austin Road Landfills into a single landfill <br /> facility will necessitate changes to the current groundwater monitoring programs at <br /> these sites. The monitoring program changes will need to address the new <br /> configuration of the expanded site, post-closure monitoring at closed WMU-A at <br /> the existing Forward site, and the on-going corrective action program at the Austin <br /> Road facility. <br /> Table 17 lists the groundwater monitoring wells that have been constructed at the <br /> two landfill facilities and indicates how the wells are proposed to be integrated <br /> into a single groundwater monitoring well network for the planned expanded <br /> Forward Landfill. As depicted on Figure 7, the new monitoring well network will <br /> include 45 wells; 12 for post-closure monitoring of WMU-A, 22 additional wells for <br /> the Detection Monitoring Program (DMP); and 11 wells to monitor the <br /> effectiveness of the Corrective Action Program (CAP) north of the existing Austin <br /> Road parcel. <br /> Of the 45 wells, 9 wells have not yet been constructed, but are proposed to meet <br /> DMP and CAP monitoring requirements. The locations of the proposed CAP <br /> wells were selected based on comments presented by the RWQCB in their letter <br /> to Forward Inc., dated June 22, 2001. As requested by the RWQCB, the new CAP <br /> wells will be constructed to monitor both shallow and deep groundwater zones. <br /> This program has been included as part of the tentative WDRs to be considered <br /> for adoption on June 7, 2002. The locations for the proposed DMP wells were <br /> selected to provide additional spatial coverage for the new landfill expansion. The <br /> design for all new monitoring wells will be detailed in a work plan that will be <br /> prepared under the supervision of a certified (geologist or civil) engineer. Similarly, <br /> all well construction work will be performed under the direction of a certified <br /> (geologist or civil) engineer. <br /> As indicated in Table 17, several monitoring wells will also need to be abandoned <br /> to accommodate the expanding landfill footprint. Elimination of these wells, <br /> however, should not affect the early detection capability of the DMP network. All <br /> well abandonment work will be described first in a work plan that will be prepared <br /> under the supervision of certified (geologist or civil) engineer who will also direct <br /> all field activities.
