7.2.2.3 PROPOSED MONITORING PARAMETERS
As listed in Table 18, the monitoring parameters that are proposed for the new
Forward Landfill expansion are consistent with the parameters that are currently
included at the two sites.
7.2.3 GROUNDWATER CONTROL
Two groundwater extraction wells (EW-1 and EW-2) with a combined design
capacity of 305 gallons per minute (gpm) were installed to extract impacted
groundwater at the existing Austin Road Landfill (see Figure 7). VOCs are stripped
from the extracted water at the facility's groundwater treatment plant, and the
treated water is currently discharged to the North Branch of the South Fork of
Little John's Creek. The groundwater treatment system and discharge are
regulated under the Austin Road Landfill WDRs.
As proposed in the Revised EFS prepared for the existing Austin Road Landfill by
HA/AEE (2001), treated water would no longer be discharged to the North Branch
but, would instead, be reintroduced to the aquifer in the vicinity of monitoring well
MW-11. In combination with plans for an enhanced landfill gas collection system,
reintroduction of treated water to the aquifer is expected to reduce existing VOC
impacts below drinking water standards within 3 to 4 years.
7.2.4 POTENTIAL FOR IMPAIRMENT/CORRECTIVE ACTION FINANCIAL
ASSURANCE
7.2.4.1 POTENTIAL RELEASE FROM THE WASTE MANAGEMENT UNIT
Water quality impacts at waste management units (WMUs) are typically related
to the following: surface water degradation associated with contact of refuse
with surface water or liquid (leachate) and discharge from the WMU to surface
waters; vadose zone degradation associated with either gas or moisture
migration from the WMU; and groundwater degradation associated with WMU
leachate or gas migration to the water table. In accordance with 27 CCR,
Section 21750 (a), the following sections describe the anticipated pathways by
which landfill constituents may be released and adversely impact water quality
beneath and adjacent to the WMU.
Forward Landfill JTD 7-6
L:\AIIied\2000.193\Reports\td:Sec-7.0:05/24/02
BRYAN A.STItaRAT Sa ASSOCIATES
