7.5.3 GAS CONDENSATE COLLECTION SYSTEM
As landfill gas cools within LFGES piping, condensate is formed. Condensate
generation is dependent upon gas flow and variations in ambient temperatures.
Along with the LFGES, a condensate management system will be designed to
handle condensate that collects in the low points of the LFGES piping. Sump
pump stations will be utilized to transfer condensate from these low points to a
holding tank located at the flare station. The holding tank(s) can be emptied
when full and the condensate will be treated or disposed of at an appropriate
facility. An alternative process that could be implemented is the development
and installation of a condensate injection system to incinerate collected liquids in
the flare stack.
7.5.4 LANDFILL GAS MONITORING
The purpose of a rigorous monitoring program is to evaluate the effectiveness of
the LFGES and to adjust the system as necessary for efficient and effective
collection of LFG. Recommended sampling activities to be performed at the
Forward Landfill are as follows:
Monitoring/Sampling Initial Frequency
• Instantaneous Surface Monitoring Quarterly
• Perimeter Probe Sampling Quarterly
• Gas Extraction System Sampling Bi-Monthly
• Wind Speed and Direction Monitoring Periodic
• Gas Treatment Facility Source Testing Annual
The main office trailer and maintenance building are also monitored to assess
potential gas accumulations at the foundations.
To verify landfill gas control, landfill gas monitoring shall conform to the
requirements of Title V and NSPS, as implemented by the San Joaquin Valley
Air Pollution Control District. In addition, landfill gas monitoring shall conform
to any other applicable San Joaquin Valley Air Pollution Control District
regulations and requirements, as well as applicable regulations and
requirements of CIWMB, RWQCB and other appropriate regulatory agencies.
Forward Landfill JTD 7-13
L:\Allied\2000.193\Reports\td:Sec-7.0:05/24/02
BRYAN A.STIRRAT S.ASSOCIATES
