• implements an ongoing (minimum weekly) litter collection program to minimize <br /> litter in areas surrounding the site. Landfill personnel regularly patrol the landfill <br /> perimeter and pick up litter blown f Lr"'the working area on a daily basis. <br /> Additionally, portable litter fences are placed downwind of the working area. <br /> Litter caught on the fences is removed daily or as necessary. All on-site <br /> containers are covered, tarps are placed over open truck loads, and the size of <br /> the active working area is minimized to reduce the potential for blowing litter. <br /> 7.7.2 VECTORS AND BIRDS <br /> Forward controls the emergence of vectors and pests (i.e., flies) from waste by <br /> covering wastes with compacted soil and minimizing the work area over which <br /> refuse is spread. Rodents normally cannot survive because the compaction and <br /> covering of refuse with soil eliminates both habitat and food. Properly compacting <br /> and covering wastes at the end of each operating day also minimizes the potential <br /> for birds feeding at the site. Bird control measures, such as bird flares, whistles, <br /> and bombs, will continue to be used to discourage a bird population. Rodent <br /> control will be implemented in such a way as to minimize the negative adverse <br /> • impact to wildlife. This will be accomplished by using rodenticides that are safe for <br /> raptors and other wildlife. <br /> To monitor the success of rodent control measures, site personnel frequently <br /> inspect the site for signs of rodent activity. If any rodent activity is observed, site <br /> personnel will contact pest control specialist for professional advice and any <br /> services needed to prevent a vector nuisance. <br /> 7.7.3 NOISE <br /> Noise at the landfill includes traffic noise generated by trucks and other vehicles <br /> traveling along Austin Road to the landfill and noise generated by the equipment <br /> used during landfill operations. Noise levels of on-site equipment are controlled by <br /> proper maintenance of mufflers to factory specifications.t4oise levels have not <br /> been a problem at the site, based on the absence of formal complaints and the <br /> few noise receptors in the area.
