• personnel. Signage is posted to help direct the trucks. Depending on the
customer, the trucks are either routed back over the scales or proceed out the
driveway at Austin Road.
The 1993 EIR (LSA 1993) for the existing Forward Landfill forecasted acceptable
intersection levels of service for the landfill expansion including cumulative
impacts. It also concluded that the addition of daily project traffic volumes along
Mariposa Road, Austin Road, and French Camp Road would not have a
significant impact on the arterial circulation network. The permitted vehicle
count for the existing Forward Landfill is 435 one-way trips per day.
There is currently no maximum vehicle count for the existing Austin Road
Landfill. The traffic at the existing Austin Road Landfill has historically been
comprised of ten-wheeled garbage trucks consisting of roll-offs, rear-loaders, and
front-loaders. The typical weight for these types of vehicles is approximately 6.5-
tons/loaded truck. Based on the currently permitted tonnage of 1,200 tons/day
for the existing Austin Road Landfill, the vehicle count may be estimated as
185 one-way vehicle trips/day.
• By combiningoperations of the two landfills traffic will be less of a nuisance
p
because trucks will be accessing only one entrance along Austin Road rather
than two. The combined vehicle count would allow 620 one-way vehicle trips
per day. Queing lanes are also provided within the site boundaries so that traffic
does not back up onto Austin Road.
7.9 HAZARDOUS WASTE SCREENING PROGRAM
The hazardous waste screening program for the site is conducted in accordance
with the Load Checking Program for the Forward Landfill, (Forward, Inc.,
December 1992, Appendix K). The load checking program is designed to
monitor that unacceptable waste are not discharged to any treatment or disposal
WMU at the Forward Landfill. No hazardous wastes, designated wastes, or
wastes exceeding moisture limitations are allowed to be discharged to any Class
III WMU. No hazardous waste is to be discharged to any Class II WMU, with
the exception of wastes granted a variance, such as ACM and automobile
shredder wastes. The load checking program describes how waste loads are
• inspected for hazardous wastes, designated wastes, and other unacceptable
wastes that cannot be discharged to any treatment or disposal WMU at the
forward Landfill JTD 7-19
L:\Allied\2000.193\Reports\td:Sec-7.0:05/24/02 BRYAN A.BTIRRAT 6 ASSOCIATES
