• • Enhancement of environmental controls such as surface water, reduction of <br /> moisture infiltration, consolidation of traffic flows, reduction of particulate <br /> emissions, reduction of air quality/noise impacts, and reduced energy <br /> consumption. <br /> • Enhancement of operational efficiencies from the standpoint of both the <br /> owner and regulatory agencies. Merging the two areas will create one <br /> contiguous facility that will be treated as a single disposal facility thereby <br /> reducing administrative and oversight requirements. <br /> • Streamlining leachate and storm water management systems thereby <br /> eliminating the need for multiple/redundant containment and treatment <br /> systems. <br /> • Creation of an additional 17 million cubic yards (cy) airspace in the wedge <br /> area between both facilities and by increasing the elevation of the Austin <br /> Road Landfill to match the elevations permitted at the existing Forward <br /> Landfill. A more aesthetically pleasing landfill by creating one raised mound <br /> rather than two adjacent mounds. <br /> The site development plans for the combined Forward Landfill are presented in this <br /> report. As shown on the site development plans, the major modifications from the <br /> site development plans for the existing Forward and Austin Road Landfills are: <br /> • (1) the placement of refuse in the wedge between the existing landfills and; (2) the <br /> lowering of base grades in the existing Austin Road Landfill expansion areas to <br /> match the base grades at the existing Forward Landfill. Forward is also proposing <br /> to modify the waste stream that can be disposed in the Austin Road Landfill to be <br /> the same as the currently permitted waste stream for the existing Forward Landfill. <br /> Forward also proposes that the daily tonnage rates allowable at each facility be <br /> combined for the single facility and that the hours of operation be extended. <br /> This JTD includes, but is not limited to, information on site geology, <br /> hydrogeology, climatology, proposed design and operational features and <br /> procedures.
