gradients of 5 percent sloping toward top deck perimeter berms. The top deck
berms will divert surface flows to down drains. Landfill slope runoff is also
directed to downdrains via benches located at 50 foot maximum vertical
intervals. Slope ratios for all slopes except the north-facing slope of the existing
Austin Road Landfill are proposed at 3:1 (horizontal to vertical). The existing
Austin Road Landfill north slope is proposed at a 4:1 horizontal to vertical slope
ratio.
As shown on the final grading plan (Drawing 4), the existing Forward and Austin
Road Landfills are proposed to be joined along the northern boundary of the
existing Forward Landfill. The area directly north of Waste Management Unit
(WMU) A at the existing Forward Landfill will not be filled because WMU A is a
closed hazardous waste cell. Refuse fill will not be placed over the existing
leachate risers for WMUs D-89 and D-93 at the existing Forward Landfill to
maintain continued access to these riser pipes and also to future leachate risers
that will be constructed in this area. The remaining wedge area between the two
existing landfills will provide approximately 8 million cubic yards of additional
capacity when filled.
The maximum elevation of the Forward Landfill will be approximately 200 feet
amsl. This height is consistent with the permitted maximum height for the existing
Forward Landfill.
The peak elevation of the proposed deck area for the Forward Landfill is 200 feet
amsl and from that point final deck grades slope down to 170 feet amsl in the area
of the existing Austin Road Landfill (see Drawing 4). This grading configuration
allows conformance with the height limit zoning plan contours for the Stockton
Municipal Airport (see Figure 2).
5.2.4 FINAL COVER
5.2.4.1 REGULATORY DESIGN STANDARDS
California final Cover Prescriptive Design Standard
The minimum final cover standards for the Forward Landfill, as outlined in the
closure and post-closure requirements for Class II landfills contained in 27 CCR,
Section 21090 include:
Forward Landfill JTD 5-5
I.:\Allied\2000.193\Reports\JTD-PCPCMP 02:Sec-5.0:5/24/02
Revision 1:0:/16,/02
BRYAN A.STIRRAT&ASSOCIATES
