evaluation method determines the potential for soil erosion based on the rainfall
and runoff factor, the soil erodibility factor, the topographic factor derived from the
slope gradient and length, the cover and management factor, and the support
practice factor. The evaluation indicates that the average soil loss will be
approximately 1.0 ton per acre per year for each area evaluated which is below
the two tons per acre per year allowed by the CIWMB. The vegetative layer of the
final soil cover will be seeded with native grasses to protect the upper layer of soil,
and to minimize erosion.
5.2.6.2 REALIGNMENT OF LITTLE JOHNS CREEK
The North Branch of the South Fork of Little Johns Creek is currently located to the
south of the existing Austin Road Landfill footprint (see Drawing 2). For the future
Forward Landfill, this creek will be realigned to the north and west of the existing
Austin Road Landfill footprint. This proposed realignment increases the overall
length of the creek by three percent, with a proportionate change in slope, or
grade, of the channel. The creek will exit the landfill site at essentially the same
location at which it now exits. The new realigned creek will provide the same
protection compared to the original route and will provide the following:
• Eliminate flood plain areas from the horizontal landfill expansion areas.
• Provide surface water run-on control for the horizontal expansion phases by
eliminating the primary potential run-on source.
• Allow maximum capacity development of the site by allowing refuse filling
between the horizontal and vertical expansion phases of the Austin Road
Landfill.
5.2.7 LANDFILL GAS MANAGEMENT
An active landfill gas extraction system (LFGES) is installed on a portion of the
existing Austin Road Landfill (see Drawing 12). This system is utilized by Ogden
Power Pacific, Inc. to operate an electrical generation plant located at the
northwest corner of the site. The power plant utilizes enough landfill gas to
produce up to 760 kilowatts per hour of electrical power. This energy is sold to
PG&E under a long-term agreement. The existing LFGES at the Austin Road
Landfill is comprised of approximately 30 vertical extraction wells, which actively
collect gas from the waste prism, and headers and lateral piping to convey
forward Landfill JTD 5-11
L:\Allied\2000.793\Reports\JTD-PC PCMP702:Sec-5.0:5/24/02
Revision 1:07/16/02
BRYAN A.STIRRAT&ASSOCIATES
