modifying the design criteria for the existing Austin Road Landfill areas to <br /> incorporate Class II design criteria such as designing for the Maximum Credible <br /> Earthquake (MCE) and a 1,000-year, 24-hour storm event. Landfill operations <br /> would be consistent with those currently being implemented at the existing <br /> Forward Landfill. <br /> Forward has performed a health risk assessment to assess potential environmental <br /> impacts of the revised waste stream. The health risk assessment was completed in <br /> March 2002. The health risk assessment is discussed further in the Draft <br /> Environmental Impact Report. <br /> Forward is also proposing that the individual daily tonnage values for each existing <br /> landfill are combined into one tonnage rate for the combined landfills. The <br /> existing Forward and Austin Road Landfills are currently permitted to accept 6,680 <br /> and 1,200 tons/day, respectively. The combined tonnage rate would allow 46,080 <br /> tons/week (equivalent to five days at 1,200 tons/day for the existing Austin Road <br /> Landfill permit plus six days at 6,680 tons/day for the existing Forward Landfill <br /> permit). <br /> The combined tonnage rate of 46,080 tons/week also reflects the existing <br /> permitted traffic to the site. The existing Forward Landfill is currently permitted to <br /> allow 435 one-way vehicle trips/day. The existing Austin Road Landfill has no <br /> permitted limit but typically has 185 one-way vehicle trips. The combined vehicle <br /> count would allow 620 one-way vehicle trips/day. <br /> 4.4 WASTE INFLOW RATES <br /> The projected annual inflow rate to the combined Forward Landfill over the next <br /> five years is estimated to be approximately 1,728,861 tons, which corresponds <br /> to a weekly average inflow rate of approximately 33,156 tons, seven days a <br /> week. The diminishing landfill capacity for the Forward Landfill is included on <br /> Table 8. <br /> 4.5 SITE CAPACITY <br /> As previously discussed, the disposal area footprint consists of approximately <br /> 387.8 acres. The total site capacity is based on the difference between the <br /> estimated subgrade excavation and the final disposal area contours.
