Page 2-2 the storage of segregated materials outside of the RRF building. Explain how
the outdoor storage of reclaimed recyclables will be stored so as not to create a nuisance
or harborage for vectors.
2. Page 2-3 hours of operation. The current permit tonnage limit for the facility is
combined with the permit for the landfill. The facility must close when the combined
tonnage reaches 4180 tons although the landfill can operate until it reaches its tonnage
limit of 8660 tons. This needs to be explained in the hours of operations and that when
the Solid Waste Facility Permit(SWFP) is revised the new hours will be what is currently
proposed.
3. Page 2-3 hours of operation. The hours of operation are set and cannot be extended to
accommodate the needs of the haulers.
4. Page 2-3 hours of operation. The facility is either open to the public or it is not.
Occasional loads of wood waste from the public would mean that the facility is open to
the public.
5. Page 2-4 storage volume inside the RRF building. The volume calculations assume a
15-foot high pile. There is a height restriction for piles and windrows located outside of
the building.Approval from the local fire district regarding pile height inside the building
must be obtained prior to approval.
6. Page 2-5 Waste quantities The TPR is not clear as to the tonnage the facility intends to,
accept. The amount listed in the EIR for UP 00-07 states that the facility accepts up to
500 tons of source separated wood and green waste.
7. Page 3-9 the location of the stockpiles of wood waste. The TPR makes no mention of the
height restriction that is required by a permit condition.
8. Page 3-10 Load Checking. The TPR states that all personnel are trained and experienced
in identifying unacceptable wastes. How many personnel will there be•looking for the
unacceptable wastes.
Page 1 of 2 NOV - 3 2003
