disposal or treatment of this water is required since only a minimal amount is <br /> utilized and either evaporates or is absorbed by the road or ground resulting in <br /> no run-off. <br /> 3.2.3 LITTER CONTROL <br /> In accordance with 14 CCR, Section 17408.1, litter control is conducted at the <br /> RRF. All incoming recyclable loads are sorted/processed and/or transferred inside <br /> the RRF building. A debris collection fence is used to catch any wind blown <br /> debris. The RRF is cleaned daily by site personnel to remove any litter on the <br /> property and minimize the possibility of off-site littering. <br /> The landfill operator will continue the current daily litter collection program to <br /> minimize the impact of litter on the site and on the surrounding area. Landfill <br /> personnel will regularly patrol the overall property and both sides of Austin Road <br /> to pick up any litter blown from approaching vehicles, the working face and RRF. <br /> All on site containers are covered and all incoming loads are required to be <br /> covered. Crews are assigned to collect litter in remote areas of the site during <br /> periods in which weather conditions cause litter to accumulate in these areas and <br /> along south Austin Road. <br /> 3.2.4 NOISE CONTROL <br /> In accordance with 14 CCR, Section 17408.3, noise control measures are <br /> instituted at the RRF. Noise at the site includes traffic noise generated by trucks <br /> and other vehicles traveling on Austin Road to the landfill and RRF and noise <br /> generated by the equipment used in landfill and RRF operations. Noise levels of <br /> on site equipment are controlled by proper maintenance of mufflers to factory <br /> specifications. Noise levels have not been a problem at the site, based on the <br /> absence of formal complaints. <br /> Due to the vehicular volume with the waste quantity limits, Forward will continue <br /> to schedule deliveries of residual waste to the landfill as regularly as possible to <br /> minimize queuing and idling. In addition, the truck drivers will be encouraged to <br /> minimize their idling time. <br /> Noise levels are not likely to create health hazards to persons using the site due to <br /> the use of mufflers on heavy equipment.
