l <br /> 1.8.11 Construction Management <br /> The construction management cost for the FL is based on the closure construction <br /> period. This cost is assumed to be 4 percent of the construction cost. <br /> 1.8.12 Partial Final Closure and Post-Closure Maintenance Plan Preparation <br /> This category covers the cost to prepare a Partial Final Closure Plan for the Stage <br /> Vill Closure area. <br /> 1.8.13 Contingency <br /> A 20 percent contingency factor has been added to the construction cost <br /> estimate. <br /> 1.9 Post-Closure Maintenance Cost Estimate <br /> The post-closure maintenance cost estimate previously prepared is not affected by <br /> the proposed changes included in this PCPCMPR. The operator will initiate post- <br /> closure maintenance activities as the staged closure of the FL is implemented. The <br /> operator's understanding is that a minimum of the last thirty (30) years of post- <br /> closure maintenance must be funded. Therefore, the ongoing post-closure <br /> obligation under state law will continue for a minimum of 30 years after the Stage <br /> VIII closure area is completed. <br /> 1.10 Demonstration of Financial Assurance <br /> Closure and Post-Closure Maintenance Fund <br /> In accordance with 27 CCR, Chapter 6 and 40 CFR, Subpart G, an operator must <br /> demonstrate financial assurance for the proper closure, post-closure maintenance <br /> and corrective action for reasonably foreseeable releases at a landfill. An Insurance <br /> Policy demonstrating coverage for closure and post-closure maintenance costs has <br /> been evaluated and approved by the CIWMB for the FL. This closure cost estimate <br /> is projected in 2003 dollars and prepared in accordance with 27 CCR regulations. <br /> Upon approval of this PCPCMPR the Closure Cost Estimate presented in Table 3 will <br /> serve as the basis for closure funding utilizing an approval financial assurance <br /> mechanism. <br /> 1.11 California Environmental Quality Act Documentation <br /> As discussed above, stand alone Partial Final Closure Plans will be prepared in <br /> advance of each closure stage. The operator will comply with CEQA and evaluate <br /> potential impacts associated with each staged closure project.
