1.0 PRELIMINARY CLOSURE PLAN REVISION <br /> 1.1 Introduction <br /> The following Preliminary Closure/Post-Closure Maintenance Plan Revision <br /> (PCPCMPR) for Forward Landfill (FL) updates the existing Preliminary Plan prepared <br /> by Bryan A. Stirrat & Associates, Inc. (BAS), Lewis Engineering, and Geologic <br /> Associates (GLA) (2002). <br /> The PCPCMPR includes amendment language regarding the phased closure (partial <br /> closure) of the site including the associated reduction to the maximum extent of the <br /> landfill ever requiring closure, as well' s, the accompanying closure cost estimate. <br /> Pursuant to CCR Title 27 §21790(a), tie purpose of this Preliminary Plan is to <br /> provide a basis to establish a preliminary estimate of closure costs and post-closure <br /> maintenance costs for the landfill. The existing Preliminary Closure and Post- <br /> Closure Maintenance Plan meets this requirement; however, the objective of this <br /> PCPCMPR is to identify the information to gain agency approval. The information <br /> listed below is included in this PCPCMPR: <br /> • Engineering Design Plans (Closure Sequencing Plans) presenting the <br /> anticipated staged closure of the FL, which also shows existing and proposed <br /> final limits of waste placement (liner area); <br /> • An estimate of the maximum extent of the landfill that will ever require <br /> closure at any given time during the life of the landfill based on the Staged <br /> Closure Sequencing Plans; <br /> • Anticipated closure schedule for the initial closure stage based on volumetric <br /> calculations; and <br /> • A revised closure cost estimate based on the maximum extent of the landfill <br /> ever requiring closure as based on the Closure Sequencing configuration. <br /> 1.2 Closure Sequencing <br /> The staged closure of the FL will be performed in accordance with the applicable <br /> regulatory standards included in 27 CCR, Chapters 3 and 4 and 40 CFR, Subpart F. <br /> The closure sequencing for the Fl-will be implemented in eight stages (Stages I <br /> through VIII) as shown on Figures 1 through 8. The closure cost estimate is <br /> described in Section 1.8 of this document. The components and systems required <br /> for the staged closure of the FL include the final grading plan, final cover design, <br /> drainage, erosion and landfill gas system modifications as well as site security.
