(CASE NO. 2209) <br /> We have reviewed the 2003 Annual Corrective Action Evaluation Report submitted on 18 July 2003 on <br /> your behalf by Herst &Associates. The report evaluates three criteria to determine if implemented <br /> corrective actions are achieving adequate progress toward a cleanup of contaminated groundwater. The <br /> report concludes that no VOC exceedances occurred using the three evaluation criteria and that overall <br /> the groundwater quality appears to be improving. Regional Board staff agrees that no VOC <br /> exceedances have occurred but is not convinced that groundwater quality is improving. <br /> The results to date do not demonstrate a consistent pattern of improving water quality and appear to be <br /> within the range of normal variation at this site. Considering that installation of a cap on the existing <br /> landfill footprint (completed Fall 2002) normally would result in increased VOCs in groundwater, staff <br /> believes these results are positive. The apparently neutral results likely demonstrate that improvements <br /> to the gas extraction system have prevented build up of landfill gas pressure. It is impossible to <br /> demonstrate that corrective actions will achieve cleanup at this time,but staff believes that under the <br /> circumstances, the results are promising.
