(CASE NO. 2209) <br /> We have reviewed the Second Quarter 2003, Environmental Monitoring Report submitted on 15 July <br /> 2003 on your behalf by Geologic Associates. The enclosed Monitoring Report Compliance Checklist <br /> summarizes our comments on the report. <br /> The report failed to note if the pan lysimeters at WMU D-01 and D-02 were checked and any liquid <br /> found analyzed. The pan lysimeters are part of the vadose zone monitoring system. Also, all eleven <br /> suction lysimeters produced insufficient liquid for analysis. Forward's sampling consultant should <br /> review the lysimeter sampling protocols to determine if anything can be done to produce a better success <br /> ratio. <br /> i <br /> Revised Waste Discharge Requirements were adopted in March combining the monitoring requirements <br /> for Austin Road and old Forward Landfills. In the future, a single monitor report covering both the <br /> Austin Road and old Forward sites should be submitted. <br /> Low-levels of VOCs (less than practical quantitation limit) in two wells and inorganic parameters greater <br /> than concentration limits in multiple wells continue to be detected. There is no evidence of a new <br /> release of contaminants to groundwater. <br /> The pan lysimeters should be checked and a brief letter report concerning their status submitted no later <br /> than 15 August 2003.
