'`" <br /> PO Box 6336 <br /> Stockton, CA 95206 <br /> FINANCIAL ASSURANCES FOR INITIATING AND COMPLETING CORRECTIVE <br /> ACTIONS, FORWARD LANDFILL, SAN JOAQUIN COUNTY <br /> Central Valley Regional Water Quality Control Board Staff(staff)has reviewed the corrective cost <br /> estimate submitted on 6 June 2003. The cost estimate notes that corrective actions at the facility are <br /> ongoing at this time, the unlined Austin Road waste unit has been capped, and improvements to the <br /> landfill gas extraction system and the groundwater treatment system have been completed. The <br /> anticipated worse case as a basis for financial assurances was projected to be a further release to <br /> groundwater requiring improvements to the existing pump and treat system. The report estimates a cost <br /> of approximately$155,469 to implement anticipated upgrades to the existing system. Staff concurs that <br /> these financial assurances are adequate for initiating and completing the anticipated corrective action and <br /> are in compliance with Title 27, Section 22220 and with Provision H.11 of Waste Discharge <br /> Requirements Order No. R5-2003-0049. <br /> If you have any questions,please call me at (916)255-3814. <br /> ROSS D.
