Mr. Kevin Basso - 2 - 11 September 2003
California Code of Regulations (CCR). The interface and side slope liner will consists of a Geosyenthic
Clay Liner(GCL) overlain with a 60-mil thick, single sided textured HDPE geomembrane. The
interface and side slope liner is an engineered alternative that complies with the facilities waste
discharge requirements and that has been previously approved and used at other WMUs at Forward
Landfill.
The following issues should be addressed in the final CQA report:
1. The Final Construction Quality Assurance Report for both waste management units must include
sufficient information for RWQCB staff to determine that the units were constructed in general
compliance with plans and with requirements.
2. Provide As-built drawings of the major components of WMU FU-03 and WMU F-`'Fest,
including the leachate collection system, pipe layout, top of subgrade, top of gravel, top of
operations layer, sump connections and a map showing location of all CQA testing.
3. Copies of weekly construction reports should be FAXed to Regional Board staff each week.
Daily, weekly and other construction reports and change orders should be documented in the
final CQA report.
Staff finds that the design plans and specifications comply with Title 27 CCR and the facility's waste
discharge requirements and staff concurs with the Design Plan.
If you have any questions, please call me at (916) 255-3814.
ROSS D.
