The report with final survey <br />results document construction and CQA procedures for the new Class H Waste Management Unit <br />(WMU) FU -03, a Class II surface impoundment WNW F -West for landfill leachate, and a storm water <br />retention and de -silting pond. <br />FU -03 consists of from bottom to top on the floor a prepared subgrade, a minimum 2 -foot compacted <br />clay liner, 60 -mil HDPE geomembrane, a minimum 1 -foot of granular drainage layer, 8-oz/yd2 filter <br />fabric, and minimum 1 -foot operations layer; and on the side slope a prepared subgrade, a <br />Geosynethetic clay liner (GCL), a geocomposite drainage material and a minimum 1 -foot operations <br />layer (constructed in 10 -foot lifts as the unit fills). Where the unit is constructed over the capped <br />Austin Road Landfill the liner consists of 5 -feet of engineered fill, GCL, 60 -mil HDPE, a <br />geocomposite drainage layer and a minimum 1 -foot thick operations layer (to be placed as needed <br />during operations). The report addresses: preparation of the subgrade; construction of a compacted <br />clay liner; installation of Geosynethetic clay liner on side slopes; placing HDPE geomembrane to form <br />a composite base liner; constructing a LCRS of geocomposite drainage net on the side slopes and <br />gravel drainage blanket on the base; constructing LCRS sumps; and placing the soil operations layer. <br />F -West is a 1 -acre leachate impoundment and consists of a prepared subgrade; a GCL; 60 -mil HDPE; a <br />drainage geonet; and a upper 60 -mil HDPE. The storm water de -silting basin is a 1.5 acre unlined <br />pond with an outlet structure. <br />Vector Engineering conducted the CQA observations and testing during construction of the waste <br />management unit. Vector states that the composite liner system has been constructed in accordance <br />with the plans and specifications with approved clarifications and modifications, Title 27 and <br />Consturction Quality Assurance Manual WMU FU -03.
