The revised plan introduces phased closure of the Forward Landfill, <br />provides an estimate of the maximum area to be closed, an updated anticipated closure schedule for the <br />initial closure stage, and an updated closure cost estimate. Regional Board staff has the following <br />comments about the plan: <br />1. Phased closure of the landfill will occur as landfill stages are filled and the waste is allowed <br />to settle. Phased closure will enhance landfill containment by limiting the area of waste <br />exposed to infiltration and will minimized the amount of gas and leachate generated. This <br />is a positive outcome and staff concurs with the plan to close the landfill in stages. <br />2. e plan provides two dates for closure of Stage 1, on page 2 of the plan a date of 2015 is <br />ven and on page 7 Section 1.5 states "the first staged closure project will begin in 2006". <br />Table 2 estimates that closure construction will occur over 12 months (estimated <br />completion in 2007?). Filling in most of the 217.8 acres in Stage 1 is complete and most of <br />the remaining area will be complete this year (2004), therefore the 2015 date is probably a <br />mistake and should be changed. <br />3. The preliminary cover design complies with Title 27, staff understands that a detailed <br />closure plan with specifications and CQA plan will be submitted for each stage <br />approximately two years before closure construction begins. <br />4. A gas extraction system will be designed into the landfill cover to prevent build up and <br />release of landfill gas. This will be a requirement of future landfill closure plans. <br />Staff concurs with the revised Closure/Post-Closure Maintenance Plan; the plan complies with Title <br />27 and will minimize the amount of landfill gas and leachate generated by landfill operations. Forward <br />Inc. should submit- addendum to the plan by 31 arch 2004 clarifying the estimated date for <br />closure'of Stage 1, if, a estimated date for start of Phase 1 is after 2006, the addendum should include <br />justification -for -the later date. <br />California Environmental Protection Agency <br />01 Recycled Paper <br />
