The report documents the construction and <br /> CQA procedures for the new Class IR Waste Management Unit(WMU) ART-03. The report documents <br /> construction and quality assurance activities associated with: placement of an 8-oz geotextile, overlain <br /> with a minimum 6-inch thick gravel blanket LCRS, overlain with a second 8-ox geotextile. In addition, <br /> 1-foot protective operations layer was installed over the LCRS. <br /> The report as presented is incomplete. The Final Construction Quality Assurance Report for a waste <br /> management unit must include sufficient information for RWQCB staff to approve the construction. <br /> The report provides daily construction reports, CQA test data and sketch maps of where some of,the <br /> tests were conducted. The report does not discuss layout of the perimeter berm, layout of the 3-inch <br /> drainage pipe, the wrapped coarse gravel, or the system to convey leachate off the WMU. These are <br /> important parts of the approved design and there is no documentation that they were constructed as <br /> designed. Additionally, adequate final construction documentation (As-Built drawings) are not <br /> provided, the one As-Built drawing provided sketches an outline (of the WMU?) with apparent survey <br /> stations and elevations (top of subgrade; top of gravel; or top of operations layer?) with no explanations. <br /> At a minimum the report must provide: As Built Drawings for the Subgrade (use the one in the design <br /> report); the top of operations layer; the perimeter berm; the drainage system including pipe layout, <br /> connection to sump and installation of coarse gravel; a map showing location of Field density tests; and <br /> a map showing drain gravel and operation layer thickness inspection locations. <br /> Please submit a revised complete construction report by 23 June 2003. <br /> California Environmental Protection Agency <br /> co,Recycled Paper <br /> The energy challenge facing California is real.
