Four staff are currently required to apply PGM; one for the loader, two for the <br /> haul trucks, and one for the dozer. Spreading and compacting of the day's <br /> wastes prior to application of daily cover will be consistent with the procedures <br /> established in the facility's JTD. The PGM is loaded onto haul trucks, which then <br /> dump the material on or directly adjacent to the working face requiring daily <br /> cover. The green material is placed over the waste and compacted to provide a <br /> cover with a minimum compacted thickness of six inches and an average <br /> compacted thickness no greater than 12 inches. Dozer(s) are used to evenly <br /> spread the PGM. The operator will take adequate steps to ensure that processed <br /> green material cover will not be exposed to the elements for more than 21 days. <br /> Odor and moisture infiltration are also addressed by utilizing 100 percent soil <br /> cover on days proceeding non-operational days. If more material comes in than <br /> is required for the day, the material is stockpiled onsite and processed and used, <br /> as needed. PGM is generally processed within 72 hours. <br /> Geosynthetic Blanket and Panel Products (Tarps): During daily landfill <br /> operations, the size of the working face will be maintained at a size five (5) to <br /> ten (10) feet smaller for each dimension as compared to the size of the ADC <br /> panel total area. When more than one panel is utilized, they will be overlapped <br /> a minimum of three feet and secured. After properly compacting the waste, the <br /> tarp is placed over the exposed refuse. The panel(s) is (are) placed on the <br /> exposed refuse face in the evening. Three staff are required to place the tarp(s). <br /> A dozer is used to raise the tarp in the air and then two laborers unroll and <br /> position the tarp. The current tarp size is approximately 65 feet square feet. The <br /> tarp(s) is (are) anchored along the edges and across the center. The ADC will be <br /> removed the following morning in the same manner and stored away from the <br /> active face. The same number of staff are utilized to remove the tarp. A dozer <br /> is used to hold the tarp in place and two laborers then re-roll the tarp. <br /> The tarp will be removed within 24 hours and the exposed waste will either be <br /> covered with new waste or with approved cover materials. <br /> Securing the Synthetic Tarp. The tarp will be secured with either soil, sandbags, <br /> tires or other heavy items, which have no sharp edges. Depending on site <br /> conditions tires, sandbags, or other similar items will be placed in a grid pattern <br /> over each panel and along the overlap between panels to prevent movement or <br /> iuplifting.
