job Description: With regard to ACW, the equipment operators are responsible
for covering the ACW with within one hour of unloading the waste. They are
responsible for performing this work consistent with regulatory requirements and
company policies and procedures, as described in Item 3, above. As they cover
the waste, they are also responsible for observing it for any irregularities or
materials that are not consistent with properly contained and transported ACW.
If they observe any of these items, they notify the Operations Manager
immediately.
Training: In addition to typical training for sanitary landfill equipment operators
(i.e., proper use of heavy equipment for sanitary landfill operations), two
operators, Tony Gladney and Guillermo Mata (who work also as Load Checkers,
as noted above) receive an initial 24-hour training on proper procedures for
handling and managing ACW with annual 8-hour updates. An independent third
party conducts both the initial 24-hour training, as well as the annual 8-hour
updates. Other equipment operators receive in-house training on proper ACW
management practices and procedures.
NOTE: Records of applicable training for Load Checkers and Equipment
Operators are attached.
Job Title: Technical Service Manager/Special Waste Liaison (TSM/SWL)
Name of Person Filling job: Joe Griffith
Job Description: The TSM/SWL performs technical review to assure that
Forward Landfill accepts only that waste that is allowed by our permit. This
includes reviewing waste profile forms for special waste such as ACW,
contaminated soil, sludge, etc. and laboratory analytical reports and MSDS that
are submitted with the profile forms. The TSM/SWL reviews the lab reports to
confirm that the waste being profiled is neither California nor RCRA hazardous
(or has an exemption from the Department of Toxic Substance Control, like
ACW). The TSM/SWL also checks to see that sufficient analytical testing has
been preformed on the waste. The TSM/SWL works with clients to assist them
with the profiling process, completing waste profiles and manifests, and selecting
specific tests to be run on their waste. With regard to ACW, the TSM/SWL
® provides the initial technical review to determine if a specific quantity of waste is
acceptable for disposal at Forward Landfill. If the ACW is acceptable, the
Forward Landfill JTD 6-24
J:\Allied\Forward\JTD Amendment\Final JTD Amendment\ITD Sec 6 080105.doc:5/22/02
Rev.1:7/2002:Rev.2:4/2003;Rev 3:6/2003 BRYAN A.STIRRAT 6 ASSOCIATES
Amendment No.1:8/1/2005
